Vitaly joined Pen & Paper team in 2019.

Admitted to bar in 2001, Vitaly has many years of experience in criminal defence, including in respect of economic crimes, and in the conduct of cases before the European Court of Human Rights (ECtHR).

Between 2004 and 2020, he was a lecturer at the Chair of International Law, Saratov State Law Academy. He taught International Law, European Law, International Protection of Human Rights, Legal Fundamentals of International Crime Combatting, and Comparative Law.

Between 2011 and 2015, as an employee of the Council of Europe Vitaly was a lawyer at the ECtHR Registry in Strasbourg, France. He analysed applications against Russia and prepared draft judgments and other documents issued by the ECtHR on the basis of such analysis; prepared cases for examination by the ECtHR, participated in ECtHR hearings as a legal secretary.

As a consultant, Vitaly takes part in educational events for lawyers organised by the Council of Europe and the European Union.
